The Procurement Directorate is based under the Office of Administration & Finance; its aim is to provide the University timeously with goods and services of optimum quality, at the best value for money in an ethical, competitive and transparent manner
The directorate was established since the university inception tasked with the mandate to procure the university services and goods in a cost effective and efficient ways in order to achieve the university’s mandate. The department procurement activities are guided by the procurement and asset policy approved by the university council on the 20th November 2013 and in alignment with the Public Procurement and Asset Disposal Board act.
a)Manage the Procurement Process and the Supply Base Efficiently and Effectively
To manage the procurement process and supply base efficiently and effectively procurement follow the following key steps:
•Manage internal operations.
•Provide logistical support of all the departments in the university
b)Method of Procurement
Procurement of supplies or letting of contracts for works or service including consultancy shall be subjected to different procedures which shall be determined by approved tender limits. All the University tender opportunities are advertised in the BIUST website and newspapers.
BIUST shall adopt, organise and administer a centralised procurement function for procurement of supplies, equipment and services necessary to perform the many functions and activities of the University.
Ensure that an uninterrupted supply of materials and services is achieved by maintaining effective relationships with existing sources of supply and constantly improving service by investigating and identifying new sources of supply, either as competitive alternatives or to meet emerging and planned needs;
Ensure cost efficiency where possible by establishing strategic relationships with key suppliers in order to promote and uphold BIUST’s service excellence culture;
Ensure that a high standard of ethics in procurement is adopted and maintained.
